Special Olympics and Paralympics are vastly different. The Singapore Disability Sports Council trains athletes across all kinds of disabilities, to reach the pinnacle of disability sports excellence – the Paralympics (equivalent of the Olympics). Special Olympics, undertaken by the Special Olympics organisation, comprises sports specifically catered for persons with intellectually disability.

In 2004, a blind listener from Singapore, Mr Ron Chandran-Dudley, won a competition to create a new character for BBC World Service’s radio soap, Westway. The character, Zoe Chan Li-Fen, was a 27-year-old Chinese-Singaporean blind physiotherapist who practiced traditional Yi-Ching reflexology and massage. Mr Chandran-Dudley added a disability to the character of Zoe because he wanted to correct the common belief that disabled people were merely recipients of charity, service and care, and unlikely providers of such.
