Introduction
The inception of SDSC’s Sports Partnership Promotion Grant (SPPG) is to promote and encourage partners of SDSC to organize sports programme or events at introductory and recreational levels. The objective of SPPG is to be a vehicle to support SDSC’s partners and stakeholders to deliver holistic sports programme that benefits everyone and anyone with disabilities.
SPPG 2007 looks into engulfing support to all disabled organizations, including VWOs who are not affiliated to SDSC. The strategy for this transformation is to promote greater disability sports participation outside the affiliation of SDSC. The interest of VWOs who are affiliated to SDSC will not be diluted for they will enjoy better support as compared to VWO who are not affiliated.

Eligibility
It is proposed that an evaluation matrix formula (EMF) to be create to evaluate all SPPG application. The rational is to create a system dependent work process that could be managed and understood by any operators. It also creates “fairness” equity when grants are awarded to programmes with similar capacity.

Terms and Conditions of the Scheme
The grant of funds to the successful applicant under the SPPG will be subject to and remain conditional upon the following terms and conditions:
- Applicants are to allow 2 weeks to 4 weeks of processing time for each submission.
- Coaches for sports programmes are encouraged to be NCAP certified and to register with the National Registry of Coaches of Singapore Sports Council.
- Singapore Disability Sports Council (SDSC) should be informed of any changes to the proposed event/programme.
- SDSC reserves the right to impose additional terms and conditions on the successful applicant.
- SDSC reserves the right to review, reduce, withdraw or suspend the grant of funds in full or in part if any of the terms and conditions applicable to such grant are not complied with, or if there are any downward revisions in the approved cost items, or if the stipulated objectives and targets of the event/programme are, in the opinion of SDSC, not achieved, or if the event/programme is changed.
- The successful applicant agrees that SDSC will not be liable for any damage, loss, expense, or liability incurred by the successful applicant as a result of such review, reduction, withdrawal or suspension of funds as aforesaid.
- The successful applicant agrees that SDSC will not be liable for any loss, damage, injury or death occurring in connection with the event/programme.
- The successful applicant agrees to indemnify SDSC for any damage, loss, cost or expense (including but not limited to economic loss and any legal costs) or any claim or demand by or liability to any third party, suffered and incurred by SDSC, whether directly or indirectly, as a result of any negligent act or omission or wilful default, misconduct or fraud of the successful applicant, or any breach of these terms and conditions by the successful applicant.

Quantum of Grants
Based EMF, operators can award points according to the criteria set. From the consolidated points, operators will refer to the table below for the grant quantum.

- Based on the above table and EMF, operator can determine the grant levels that the application suffices.
- The EMF table is a tool to assist operators to recommend the level of quantum that an application can receive.
- To include greater promotion of disability sports, applicants are allowed to submit infinite number of applications within a calendar year. Operators can practice discretion in recommending the quantum and percentage of grant.(up to max 75%) . Justifications are to be place during submission to higher authority.

Disbursement of Grants
- 50% of the funds will be disbursed upon approval. Remaining funds will only be released to the successful applicant upon completion of the event/ programme, subject to the compliance by the successful applicant with all terms and conditions applicable to the grant of such funds, including but not limited to the submission of the post-event/programme report, statement of accounts, and a set of photographs/collateral showing acknowledgements of SDSC on publicity materials.
- Support from SDSC should be appropriately acknowledged on all publicity materials. SDSC should be acknowledged by the words “Supported By SDSC”
- Bromide copies of the SDSC logos can be obtained from SDSC personnel in charge. The successful applicant shall not reproduce or use the logo of SDSC except in the manner expressly permitted herein. The successful applicant shall not represent or give any impression that SDSC assisted or participated in the organisation or the management of the event/programme in any way.
- Successful applicants must submit their post-event/programme report to SDSC in the format stipulated by SDSC within one month upon completion of the relevant event programme. Successful applicants will not receive any funds and will not be considered for future assistance applications if these documents are not received.
- Successful applicants must implement all necessary safety procedures (including SARS precautionary measures) during the event/programme and include details of the same in the post-event/programme report.
- Funds will only be given on a reimbursement basis, for expenses which are supported by receipts and other relevant documents to the satisfaction of SDSC.
